Various measures to improve the ecological and chemical conditions of surface waters arose from the European Water Framework Directive of 2000.
Here, quite a few measures are aimed directly at the ecologically empfindable junctions of sewer networks and wastewater treatment plants to open water systems.
This applies in particular to stormwater overflow basins and catch basins.
Flow-through basins keep the precipitation in the basin during heavy rain events, since the treatment basins can only hold a certain amount of wastewater. When the volume in the flow-through basin is full, a partial quantity may be returned to the waters, i.e. the basin is discharged. Prior to this, sedimentation of solids/sludge, etc. must occur.
In catch basins, the sedimentation effect is missing, since here only an outflow into the waters is foreseen when the basin is full, without an inflow to wastewater treatment plants.

The German Water Resources Act calls for a reduction of pollutant loads according to the state of the art in wastewater discharges, and the requirements are set out in the Wastewater Ordinance in a uniform manner throughout Germany. For the treatment and discharge of precipitation water, the requirements are regulated at the state level.
